Who pays and how to start
To start a Michigan PIP claim with Hanover, report the crash through Hanover’s claims channels, then send Hanover its written application for no-fault benefits. Under Michigan’s priority rules, Hanover usually pays your PIP benefits if it insures you, your spouse or a relative who lives with you. Fault does not decide which company pays. See which insurer pays.
The Hanover Insurance Group’s subsidiaries include Citizens Insurance Company of America, a Michigan company, and Citizens Insurance Company of the Midwest. Your declarations page names the company that issued your policy.
How to report a claim to Hanover
Hanover’s report-a-claim page lists these options:
- Online. Report without logging in, or through a My Hanover Policy account.
- Mobile app. File a claim in the Hanover Mobile app.
- Phone. The page lists Claims at 800-628-0250.
Official claims page: www.hanover.com/claims. Reporting the crash opens a claim number. It does not replace the written application for benefits.
Michigan steps that apply to every insurer
- Application for benefits. Complete and return the insurer’s application. It gives the written notice MCL 500.3145 requires: your name and address, and the time, place and nature of the injury. See no-fault forms.
- Wage and household forms. Send employer wage verification and disability slips for wage loss, and daily logs for replacement services.
- Reasonable proof. Under MCL 500.3142, PIP benefits are overdue if not paid within 30 days after the insurer receives reasonable proof of the fact and amount of the loss. Overdue benefits earn 12% interest a year.
- One-year rules. Give written notice within one year of the crash unless the insurer has already paid. A lawsuit recovers only losses incurred in the year before it is filed, with that period tolled from a specific claim until the insurer formally denies it. Use the deadline calculator.
If payments stop, read what to do when benefits are denied.
Michigan appellate decisions involving Hanover
These are no-fault decisions in which a Hanover company was a party. Each one turned on its own facts and issues. Unpublished Court of Appeals opinions are not binding precedent under MCR 7.215(C)(1).
- Andary v USAA Casualty Insurance Co, Michigan Supreme Court, July 31, 2023 (published). Citizens Insurance Company of America was a defendant. The Court held that the 2019 limits in MCL 500.3157(7) and (10) do not reduce benefits for people injured before the amendments while covered by policies issued before them.
- Kaur v Citizens Insurance Co of the Midwest, Michigan Court of Appeals, December 18, 2025 (unpublished). The court affirmed the judgment for the plaintiff, including the jury’s causation and domicile findings and the attorney fee order, and remanded for consideration of appellate attorney fees.
- Cooks v Citizens Insurance Co of the Midwest, Michigan Court of Appeals, August 13, 2026 (unpublished). Summary disposition for Citizens was affirmed because a higher-priority policy covering the plaintiff as a resident relative applied, which made her ineligible for assigned claims plan benefits.

Questions people ask us
Do I file my PIP claim with Hanover if the other driver was at fault?
Usually you claim PIP from your own insurer, or your spouse’s or a resident relative’s, whoever caused the crash. Hanover pays only if it is first in priority under MCL 500.3114. A claim against the at-fault driver for pain and suffering is a separate claim.
What happens if Hanover does not pay within 30 days?
Benefits not paid within 30 days after Hanover receives reasonable proof are overdue and earn 12% interest a year under MCL 500.3142. If a court finds the delay or refusal unreasonable, MCL 500.3148 lets it award attorney fees as well.
My policy says Citizens Insurance. Is that Hanover?
Citizens Insurance Company of America and Citizens Insurance Company of the Midwest are subsidiaries of The Hanover Insurance Group, according to Hanover’s filings with the SEC. Check your declarations page for the exact company name and use it on your application and any lawsuit.
